What is Tech Prep?

Tech Prep is a program established by the US Department of Education (see: http://www2.ed.gov/programs/techprep/index.html). This program provides assistance to the State of Alaska who awards grants to postsecondary education institutions and consortiums for the development of Tech Prep programs.

Under the Perkins Act, Tech Prep programs must conform to federal law and regulations establishing what a Perkins-complaint program must look like. 

  • Tech Prep programs must consist of the last two years of secondary education and at least two years of postsecondary education.
  • Tech Prep programs must include a "pathway of study" designed to provide Tech-Prep education to the student leading to an associate degree or a two-year certificate and not just a random collection of classes.
  • Each Postsecondary Institution (UAS) and school district must establish and maintain an articulation agreement that defines their cooperative relationship to deliver Tech Prep programs of study and the rules and regulations governing the agreement;
  • Tech Prep programs must consist of a two-plus-two (two years of high school and two years of postsecondary) or a four-plus-two design with a common core of proficiency in math, science, communication, and technology;
  • Tech Prep programs must have a specifically developed Tech-Prep curriculum (UAS establishes these through articulation agreements and Tech Prep agreements);
  • Tech Prep programs must have joint in-service training of secondary and postsecondary teachers to implement the Tech-Prep curriculum effectively;
  • Tech prep programs must include the training of counselors to recruit students and to ensure program completion and appropriate employment;
  • Tech Prep programs must provide equal access for special populations to the full range of Tech-Prep programs;
  • Tech prep programs must include student preparatory services; and
  • Tech Prep programs must include coordination with programs under Title I of the Perkins Act.

The Alaska Department of Education & Early Development (DEED) and the Alaska Workforce Investment Board (AWIB) share important roles in defining and supporting Tech Prep programs as a larger part of the Alaska CTE Plan.
